Electoral District Literacy Report Cards for CanadaRapid changes in the global economy have changed what it takes for Canadian workers and firms to remain competitive in global markets.
These changes have served to increase the importance of basic skills to economic success. Faced with competitors who can buy all of the key
production inputs at the same prices on global markets - raw materials, financial capital, advanced production technologies and leading-edge research and
development - the ability of firms to compete will increasingly depend on the basic skills of the average worker. Workers with high literacy levels will be
better able to apply the most efficient production technologies, to function in knowledg - and information-rich work environments and with demanding work
processes, to limit waste and workplace illness and accident and to thrive in the flattest of work organizations.
Recent research suggests a need for workers, employers and communities to invest in literacy. Governments have a role in making
certain that the demand for literacy skill is high enough to ensure that all of the available literacy supply gets put to good use,
that there is a sufficient supply of literacy to satisfy expected demand and that the markets that match workers with jobs ensure a good fit between workers'
skills and what their job requires.

the Future: Planning for Canada's future literacy needs
Abstract: Produced under contract to the Canadian Council on Learning, the
report was designed to improve the efficiency of the literacy "market"
and associated public policy by providing three sets of new data. First,
the report identifies key segments in the Canadian adult literacy market.
Second, the report proposes "best practice" program responses
that reflect the learning needs and demographic characteristics of each
group of learners. Finally, the report provides a set of projections of
the likely distribution of adult literacy skill by skill level out to 2031.

literacy in Canada: A Healthy Understanding
Abstract: Produced under contract to the Canadian Council on Learning, the report explores the level and distribution of adult health literacy in Canada. The report also profiles the social distribution of health literacy, presents an analysis of the factors that underlie observed differences in health literacy, and explores the relationship between health literacy and health status. The report suggests that increases in health literacy might help the health system cope by reducing demand on the system and the cost of treatment.

Health Literacy in Canada: Initial Results from the International Adult Literacy and Skills Survey
Abstract: Produced under contract to the Canadian Council on Learning, the report presents data on the distribution of adult health literacy for Canada and the provinces and territories using estimates derived from the International Adult Literacy and Skills Survey. The analysis reveals that a surprisingly large proportion of the adult population have low health literacy skills, a fact that influences the level of demand on the health system, the costs of treatment and the social distribution of the burden of disease.

Knowledge and Skills for the New Millennium: Results from PISA 2006 for
Qatar
Abstract: Produced under contract to the Supreme Education Council of the
State of Qatar, the report uses data from the 2006 OECD PISA study to profile
the level and distribution of science, mathematics and reading proficiency
of 15 year old students in Qatar. The report also explores the factors that
influence performance in Qatar. The report concludes that the current reform
is desperately needed as the performance of Qatar's students trails that
observed in most participating countries.
